Q: How do I remove the instrument response from the data?

A:  Data is normally delivered to users in a raw recorded value that does not reflect the scale and characteristics of the original ground motion.  The instrumentation introduces distortion and scaling of the data and therefore must be removed from the data (removing the instrument response) before the actual ground motion units can be accurately represented.

Users carry out removing instrument response in a number of ways, but we often recommend SAC as an effective tool for deconvolving the data using the instrument response coefficients listed in the SEED header.

A user can use rdseed to convert the SEED data to SAC, and when prompted for a Poles and Zeroes file, you indicate 'Y'.  Inside of SAC, you then carry out a TRANSFER operation (see SAC manual for details), using the Poles and Zeroes file you received to supply the transfer function.

More recently, IRIS has been providing the ability to perform server-side deconvolution and autoscaling for you with the ws/timeseries web service.  This means that you can get data in miniSEED, SAC, or ASCII format having the data already converted to ground motion.  (Timeseries Web Service)
